Project Description
DPS is currently engaged by the South Australian Jockey Club (SAJC) to consolidate and lead the Master Planning process for redevelopment of their surplus freehold land at Morphettville Racecourse.
The SAJC commenced a land rezoning application in 2017 with a view to facilitating the development of a mixed-use development on approx. 7 ha of surplus freehold land. The project is at the Development Plan stage and DPS has been engaged to provide guidance in establishing the framework in which the SAJC can optimise their project objectives and progress the project through the required phases of approvals and the sourcing of development partnerships.
Role
Our current role is to provide leadership covering the full spectrum of what is required to achieve necessary approvals, due diligence analysis, stakeholder engagement, design management and feasibility modelling to progress the project from land rezoning outcome status to a live development project. Having performed a similar role previously at Moonee Valley Racing Club, DPS is familiar with the nature of the significant challenges that lie ahead.
Challenges
The key challenge is in the sourcing of an experienced and resourced development partner or partners to engage with the SAJC in a development structure that achieves the objectives of all parties.
Other challenges exist with the current SA planning framework being subject to a review at a time when certainty of outcome is a key criterion determining the long-term staged planning approvals process that will be put in place.
