Project Description

DPS was engaged by the South Australian Jockey Club (SAJC) to consolidate and lead the Master Planning process for redevelopment of their surplus freehold land at Morphettville Racecourse.

The project was progressed with the development of a market responsive concept Master Plan. Rezoning of the land in May 2020 subsequently permitted the implementation of a development strategy to secure development partnerships with the private sector.

Role

The DPS role was to provide leadership covering the full spectrum of what is required to achieve necessary approvals, due diligence analysis, stakeholder engagement, design management and feasibility modelling to progress the project from a land rezoning outcome status to a live development project. Having performed a similar role previously at Moonee Valley Racing Club, DPS was familiar with the nature of the significant challenges that lay ahead.

Challenges

The key challenge faced was to ensure that the revised concept development plan would be embraced by prospective development partners. Other challenges met included the reinstatement of a height limit back to 12 stories, and the preparation of market analysis on potential future land uses. The adaptability of the current grandstands to form an integral part of the final development became a key success component.
